Vlad Gavrilovic, AICP, an experienced land use and transportation planner and designer works with a diverse suite of collaborators to take on the substantial challenges of community planning in today’s world. New Paradigm is about a new way of doing planning – fully collaborative, fully inclusive, and fully transparent.
Planning is preparing for the future. If we knew the future, we wouldn’t need planners. But the uncertainty of the next few months, years or decades makes us need to plan.
The old paradigm of planning is top down – start with a small group of people, develop a plan and distribute it down to larger and larger groups – the public. It is a pyramid with energy flowing from the top to the base. The new paradigm emerging in many communities is planning from the bottom up – building from a base of wide public input and letting the energy flow from that base up to the leadership to the top.
For those sponsoring the plan, this takes a delicate amount of humility and openness to what will emerge and a commitment to trusting the process without knowing the outcome. For those facilitating the planning process, it takes honesty, transparency, and the same humility to trust the process without gaming it for a predetermined outcome.
